The Biblioteca arrived at a crossroads this week. Last Wednesday, the Public Works Agency changed the lock on the gate and posted “no trespassing” signs. Until now we had a “pinky swear” agreement with the city to look the other way while we come up with a sustainable alternative to the empty negative space, but that agreement has apparently come to an end.
It is hard to understand why, after six months of good work in the community, stopping the Biblioteca has now become a priority for the city. At a time when safe community spaces and beautiful green places are needed more than ever, why would the city want 1449 Miller Ave to revert to a dead space in a struggling neighborhood? Why did PWA waste hours closing up the library while ignoring the trash strewing the sidewalks up and down E. 15th St.?
Council members consistently complain that the city is “cash-strapped,” but it was bureaucratic incompetence that recently cost the city much-needed job creation resources in this very neighborhood. It was recently revealed that Oakland was forced to return a $600,000 state job training grant unspent. The two organizations the city designated on the grant application as recipients of the funds were Volunteers of America, across the street from the Biblioteca, and Youth Employment Partnership, which shares a fence with the Biblioteca on the north side.
We don’t know why the city has decided that it can no longer tolerate the presence of a garden and library where once there was an empty space full of garbage. Reprisal for our recent public criticism of the city’s neglect of the building, as well as a records request on the state of the building, may be one reason. Simple bureaucracy and incompetence may be another. We’ve been told that the city is willing to negotiate a “memorandum of understanding” to use the space, if we are backed by an existing non-profit organization.
The biggest question is, of course, what does the neighborhood want? Should we fight harder to keep this space going? Do we give up and let it go back to the way it was? As we struggle with these questions, we are taking the following steps:
-Activists are maintaining the garden/library, as an act of civil disobedience. Neighbors who want to do this with us are welcome. But we think its fair that everyone know that the city has posted no trespassing signs on the fence.
-We are reaching out to community organizations as potential partners. We want neighbors to be a part of this process.
– We are continuing to meet to discuss our progress—our next meeting is this coming Saturday (2/9), at 2 p.m. on the 15th street side sidewalk.

Esta semana la biblioteca enfrenta una encrucijada. El miércoles pasado, la Oficina de Obras Públicas de la ciudad cambión el candado de la reja y puso señalización de “no pasar”. Hasta ahora la ciudad estaba dispuesta a “hacerse de la vista gorda” mientras nosotros buscábamos una alternativa sustentable para usar el espacio que no se ocupa, pero al parecer este acuerdo ya se ha terminado.
Es difícil entender por qué después de seis meses de buen trabajo comunitario, ahora es una prioridad para la ciudad detener las actividades de la biblioteca. En tiempos en los más que nunca hacen falta espacios verdes y seguros dentro de la comunidad , ¿por qué la ciudad quiere que el 1449 de la avenida Miller vuelva a ser un espacio muerto dentro de un barrio con dificultades? ¿Por qué Obras Públicas desperdicia el tiempo cerrando la biblioteca mientras ignora la basura en las aceras de la calle E.15th?
Los concejales de la ciudad se quejan con frecuencia de que la ciudad está limitada en recursos, pero es la incompetencia burocrática la que le ha costado a la ciudad la pérdida de recursos para la creación de trabajos en este mismo barrio. Se reveló recientemente que Oakland se vio forzada a regresar $600,000 (seiscientos mil dólares) por un financiamiento estatal para la formación de trabajos que no fue utilizado. Las organizaciones que la ciudad designó en la solicitud del financiamiento que recibirían los fondos son Volunteers of America (ubicado al frente a la biblioteca) y el Youth Employment Partnership (ubicado al lado de la biblioteca).
Desconocemos el por qué la ciudad ha decidido no tolerar más la presencia de un jardín y una biblioteca donde antes era un espacio vacío, lleno de basura. La única razón es que esto sea una represalia por nuestra crítica en público a la ciudad por desatender el edificio y nuestra solicitud de los registros de acceso al público sobre la condición del edificio. Simple burocracia e incompetencia puede ser otra razón. Se nos dijo que la ciudad estaba dispuesta a negociar un acuerdo llamado “memorandum of understanding” para el uso del espacio, si una organización no lucrativa no respalda.
La pregunta es ¿qué es lo que quiere el barrio? ¿Debemos pelear duro para mantener el espacio y continuar con las actividades? ¿Queremos dejar que el espacio vuelva a ser lo que era antes? Al tiempo que estamos lidiando con responder a estas preguntas, estamos también tomando los siguientes pasos:
-Los y las activistas seguirán manteniendo el jardín/biblioteca como un acto de desobediencia civil. Los vecinos y vecinas que quieran unirse a este acto son bienvenidos, pero nos parece justo que todo mundo sepa que la ciudad ha puesto las señales de “no pasar” en la reja.
-Estamos contactando a organizaciones comunitarias para conseguir posibles colaboradores que nos respalden. Queremos que los vecinos y vecinas sean parte de este proceso.
– Nos seguimos reuniendo para hablar sobre los avances—La siguiente junta es este sábado, 9 de febrero a las 2 p.m. del lado de la acera de la 15th.
